Potter-Beckham 345 kV Transmission Line Project
Project Overview
Southwestern Public Service Company (SPS), a subsidiary of Xcel Energy Inc., is proposing to construct and operate the Potter-Beckham 345-kilovolt (kV) Transmission Line Project (Project) to enhance electric reliability across the region. The Project is a joint initiative between SPS and Transource Energy LLC (Transource), that will connect the new 345-kV line from the existing Potter Substation in Potter County, Texas, located approximately six miles northwest of the intersection of State Highway (SH) 335 and United States Highway 87, to an existing Oklahoma Gas & Electric (OGE) Substation in Beckham County, Oklahoma, located approximately six miles southeast of the intersection of SH 152 and SH 6.
SPS will own and operate the Texas portion of the project (approximately 110 miles), while Transource will own and operate the Oklahoma portion (approximately 15 miles). The 110‑mile Texas segment will span Carson, Collingsworth, Gray, Potter, and Wheeler counties.

The Southwest Power Pool (SPP), the regional transmission operator who oversees and monitors the power grid across 17 states, mandated this project as necessary to improve electric reliability, promote an increase in power delivery, and help relieve economic congestion in the region. This new 345-kV line is also a key piece to support the continued development of extra high voltage transmission. After facilitating a competitive transmission request for proposal process for this project, SPP awarded this project to Transource and SPS.
This Project will require approval from the Public Utility Commission of Texas (PUCT).
Open House Meetings
SPS will host four in-person open house meetings throughout the Texas portion of the Project study area, as well as one virtual presentation for those unable to attend in person. The purpose of these meetings is to offer additional information about the project, provide an opportunity to engage with project staff, and gather feedback from the community. Details regarding the scheduled meeting dates are provided below. Please note that the meetings will be conducted in an open house format, allowing attendees to arrive and depart at their convenience. There will be no formal presentation during these meetings. Informational displays, maps, and other project materials will be available for review.
*For the Oklahoma portion of the project, Transource will host a separate in person open house within its study area. That meeting information is included in the table below; however, the open house will be facilitated by Transource. Any questions regarding the Oklahoma study area or open house should be directed to Transource directly.
